Congress General Secretary Rahul Gandhi, during his visit to Amethi on 20th October, 2011, inaugurated a branch of Corporation bank in Amethi. In a function organized at Ramlila Maidan Rahul Gandhi said that unless the poor people including dalits, adivasis and farmers are not ensured the facility of banking, our country would not progress. “Now there are a lot of facilities in the banks like mobile banking. And many dalits and poor people are staying in villages. Unless these people are connected with the banks we cannot achieve development” said Rahul Gandhi. He expressed his happiness to know that the people who cannot sign could use the thumb impression and avail banking services.
He also hinted that some of the state Governments are not using the Central funds effectively. “Centre has been sending huge amounts under various schemes like MGNREGA and Sarva Shiksha Abhiyan to the states but these funds are not reaching the poor in the required manner” said Rahul Gandhi. We have been trying to change this, he added. Congress General Secretary Rahul Gandhi also mentioned about the Aadhar UID card scheme. “Every citizen of this country will have an identity card as a proof of their existence by the Aadhar scheme. Further the card will include the Bank account number along with the Aadhar Card Number so as to ensure connectivity and transparency and with this the Central funds will directly reach the account holder.” said Rahul Gandhi. Rahul Gandhi’s raid on a fertilizer godown
Congress General Secretary Rahul Gandhi during his visit to Bundelkhand took part in a raid at a fertilizer godown in Mauranipur, Jhansi. During his visits to villages he heard complaints from the villagers and farmers regarding the support prices and availability of fertilizer and seeds. He along with Union Minister Pradeep Jain raided the godown to ascertain the situation. The villagers had complained that there are shortage for fertilizers and seeds and they also complained about black marketing. Rahul Gandhi therefore made a surprise visit to the godown to ascertain the situation. He also met the senior officials in connection with the complaints along with the villagers and appraised them the situation.

Earlier in the day, to feel the pulse of youths in the economically backward region of Bundelkhand during a camp organised by the Youth Congress in Jhansi, Rahul Gandhi had a detailed interaction for around two and a half hours with the youths on various important issues during Yuva Drishti training camp of the youth wing.
During the interaction he asked the YC cadres to work at the grass roots level, spread awareness among the masses about the government’s version of the Lokpal Bill and Central welfare schemes. The Congress leader made an attempt to know the opinion of the youth on the relevance of Jan Lokpal Bill proposed by Anna Hazare, and also on issues like truth, ahimsa and Satyagraha.
Rahul Gandhi spoke with the youth on the position of candidates in the forthcoming state Assembly elections. He advised the youth how to strengthen the party in the state and ways to progress through good politics while urging them to strengthen the organisation by realising their responsibilities.

Congress: Profiling of Christians in Madhya Pradesh a serious matter
Lately there have been reports that BJP government in Madhya Pradesh has been profiling Christians in that state. Congress has taken this matter as very worrisome and a serious thing. But it was reassured at least formally by the official statements of the DG of Police and Deputy DG who has said specifically that they know nothing about it. The party strongly states that racial, religious, ethnic or personal profiling is not permitted unless authorized under some special law for some special reason. If the BJP state government has not already stopped, it must be stopped forthwith. BJP, its outfits and its party run state government must understand that our country is secular democratic state. No one, not even state government is permitted to do any discrimination in any manner whatsoever between the people. To do so is illegal. BJP disruption of parliament contrary to all norms of democracy: Congress.
It is utterly regrettable, indeed completely unsupportable that the BJP has been back to its old tactics of disrupting parliament acting contrary to all elementary norms of democracy. They have been pretending to be accusers and it is funny that those against whom they have leveled accusations want to answer them in parliament, discuss issues in parliament but BJP wants parliament not to function. This is unfortunate because every day they can give a new excuse, a new pretence, a new reason and if individuals’ reasons everyday are to be the basis of disrupting parliament, then no parliament can function. The Planning Commission, supposedly under pressure from Congress President and UPA Chair person Sonia Gandhi and her supporters on the issue, abandoned its earlier definition, virtually dumped its own report on poverty, and came up with a radically new approach to defining the beneficiaries of the government's poverty alleviation programmes, based on caste.
The signal is now clear that Sonia Gandhi is not only back in the public eye, but is clearly back in action and making her position crystal clear on key issues close to her heart. Planning Commission deputy chairman Montek Singh Ahluwalia on Monday scrambled to undo the huge embarrassment caused by his controversial new definition of the poverty line, submitted in an affidavit to the Supreme Court earlier. Matters had flared up after the Plan panel recently filed an affidavit before the Supreme Court, stating that any person earning more than Rs 26 a day in rural areas (Rs 32 in urban areas) would not be eligible for the various anti-poverty schemes run by the Centre.
Not just the Opposition, but even ruling Congress party members had lambasted the Commission. Several members of the National Advisory Council, which includes many representatives handpicked by Sonia Gandhi, had also come out publicly with strong criticism of the Commission's definition.
NAC member N. C. Saxena had said, "On Rs 32 a day, you know only dogs and animals can live." Fellow NAC member Aruna Roy, in an open letter to Ahluwalia and other Commission members to live on Rs 26/32 per day "till such time that you are able to explain to the public in simple words the basis of the statement that this amount is normatively 'adequate'. If it cannot be explained then the affidavit should be withdrawn or else you should resign."
The Commission had reached the numbers on the basis of a revised poverty estimation exercise undertaken by the Suresh Tendulkar Committee, which submitted its report to the commission in 2009.
But in a somersault, Ahluwalia said on Monday: "It needs to be emphasised that the Tendulkar poverty line is not meant to be an acceptable level of living for the aam aadmi. It is actually the standard of living of those at the poverty line in 1973-74."

Congress slams NDA government for not caring about unemployed youth.
With the growth rate of the economy declining under the NDA rule, job opportunities ceased to grow at an acceptable rate, leading to an explosive situation on the unemployment front. Yet BJP Prime Minister and his Government chose to juggle figures to present a rosy picture rather than present a comprehensive employment generation plan. The grave situation of the unemployment scenario in India during BJP regime may be demonstrated by the fact that 7.5 million youth applied for 38,000 vacancies of Gangman and other manual labour positions in the Indian Railways. The applicants included Postgraduates, Management trainees and other professionally qualified youths. Did this grave situation suggest that the NDA Government cared for the unemployed youths at all? No, on the contrary this confirms BJP government did not care for the unemployed youth at all. In fact where was the scope of employment generation while BJP was busy in selling out PSUs which employment could have been easily generated.

Sonia Gandhi at Subhash Maidan during Dussehra
Congress President and UPA Chairperson Sonia Gandhi and The PM Dr Mahanmohan Singh attended Dussehra celebrations at the famous Subhash maidan. In a symbolic gesture, Leaders took up bow and arrow in their hands and marked the beginning of the burning of effigies of Demon King Ravana, son Meghnath, and brother Kumbhakaran. Sonia Gandhi also attended Dussehra celebrations at the Subhash Maidan near Red Fort. At Delhi’s popular Ramlila Maidan and Subash Maidan tens of thousands of people converged on this occasion to witness one of the biggest commemorations of Dussehra. The Congress president had earlier greeted the people on Dussehra and wished that the festival brings peace, prosperity and progress throughout the country. Towering effigies of demon king Ravana along with his son Meghnad and brother Kumbhkaran were consigned to flames among splendid fireworks as people celebrated Dussehra across the city symbolising the triumph of good over evil. Dussehra coincided with the immersion of Durga idols in the Yamuna river, marking the end of the puja festival.
Dussehra also marked the beginning of a 20-day period that will culminate with Diwali, the festival of lights. Standing atop trucks, devotees and enthusiasts dressed as Ram, Ravana and their followers recreated the mythological war between Hindu god and the demon king depicted in the epic Ramayana.
Dussehra was celebrated with deep fervour and enthusiasm in different parts of Delhi and in other parts of the country on Sunday.

Congress has improved the position of women including SC/ST women
Women traditionally constitute the most disadvantaged sections of society. The stress on imunisation, family planning, mental health care, prenatal and postnatal care and general emphasis on sanitation has contributed to better health. Urbanization has to some extent reduced the customary neglect of female infants, which continues to be feature of rural areas. More and more female children have been encouraged to attend school. As a result female literacy rate in urban as well as in rural areas has moved up. It is therefore vital that job opportunities for women need to be expanded and facilities provided to encourage self-employment. Organizing Self Help Groups in rural areas is a step in this direction. It has benefitted the women both in terms developing their skill and at the same time enabled them to earn handsome income for the family. Congress government is conscious that a situation still remains where women, as in all other places, are vulnerable to exploitation. Congress is committed to undertake all those steps which ensure can fast improve the position of women.

BJP-led NDA was an opportunistic alliance of diverse parties with contradictory ideology and without common programme. BJP leaders made the most while the government remained in office. Scams and scandals became rampant. Public assets and finances were siphoned off systematically by BJP ministers for personal and for the benefits of interested parties. BJP leader and former Urban Development Minister Anant Kumar and other officials allegedly sanctioned loans to the tune of Rs. 14,500 crore without following procedures. The Supreme Court slapped notice of the BJP Minister. In another case loans worth Rs. 550 crores were written off by the Urban Development Ministry in 2002-03. In yet other case loans worth Rs. 500 crores were sanctioned to one party on a single day. Gross procedural irregularities cost the exchequer thousands of crores. Even the office and telephone expenses of Anant Kumar had been met by HUDCO according to the petition filed in the Supreme Court.

NDA government ignored welfare of SCs/STs: Congress
While during Congress tenure in government a number of welfare schemes for SCs/STs were implemented, BJP-led NDA government did not care to continue the same work much less extend it further. The Indian Constitution has provided adequate protective, positive discrimination for the Scheduled Castes and Scheduled Tribes. Any government is under an obligation to ameliorate the conditions of Scheduled Caste and Scheduled Tribes by making suitable provisions for their education, employment and social justice. Congress government implemented the special scheme of SCP for achieving above objective. Unfortunately under the NDA regime, real per capita budgetary allocation for total SC/ST welfare declined from Rs. 39.2 in 2002-2003 to Rs. 36.9 in 2003-2004. Apart from decreasing funding, the Vajpayee government was a mute spectator when VHP and Bajrang Dal people were massacring Dalits in Jhajjar, Haryana and other parts of country. This by itself confirms that BJP-led NDA government ignored welfare of SCs/STs during its tenure.
