Congress Vice President Rahul Gandhi addressed a National Conference on Dalit Adhikar Diwas organised by All India Valmiki Federation at Talkatora Stadium in New Delhi on Tuesday. The conference discussed among other things, the abolition of manual scavenging and new proposals for the welfare of Dalits. Rahul Gandhi explained the government schemes for the empowerment of Dalits and appealed them to join hands with Congress.

हिन्दुस्तान में हमारा जात का कॉन्सेपट है इसमें भी एक स्केप विलोसिटी होती है। अगर आप किसी जात के है और आपको सक्सेस पानी है तो आपको भी एक स्केप विलोसिटी की जरूरत होती है। दलित क्मयुनिटी को यहा इस धरती पे जुपिटर की स्केप विलोसिटी की जरूरत होती है। आपको बहुत तेज धक्का मारना पडता है और इसीलिए अगर आप इतिहास को देखे जो दलित लोग होते है हम सब है अम्बेडकर जी को बहुत गर्व से देखते है। कारण यह है कि वो पहले आदमी थे जो स्केप विलोसिटी प्राप्त कर गए और यूएस चले गए। और राजू जी से कुछ दिन पहले मैं कह रहा था कि दलित मुवमेंट मे स्टेजिज़ है। पहला सिस्टम था कि आपके पहले व्यक्ति ने स्केप विलोसिटी प्रप्त करके वो निकल गए। पहले स्टेज में अम्बेडकर जी ने काम किया, पहला स्टेज था कि सपनों को दिखा एक व्यक्ति निकल गए। दुसरा स्टेज काशीराम जी का स्टेज था और काशीराम जी ने क्या किया, जो जोश , एनर्जी रेज़ेरवेशन से निकली थी वो लोग जिनको रेज़ेरवेशन मिला था, उसका एक संगठन बनाया और उससे उनेहोनें और लोगों को स्केप विलोसिटी दिलवाने की कोशिश की और काफी लोगों को एक प्रकार से स्केप विलोसिटी मिली, निकले वो। अब तीसरा स्टेज है। दुसरे स्टेज में मायावती जी ने रोल प्ले किया था, सबसे जरूरी बात लीडरशिप डव्लेपमेंट की है।

 अगर आप इस मुवमेंट को आगे बढाना चाहते है तो एक दलित नेता या दो दलित नेता से काम नही चलेगा। लाखो दलित नेताओं की जरूरत है और जो सेकेंड मुवमेंट थी वहां पे नेता का प्रोडेकशन बिलकुल बंद हो गया तो वहां पे जो मुवमेंट है लीडरशिप की उसको मायावती जी ने केप्चर कर लिया है और वो बाकी लोगो को उभरने नही देती, ये उनकी पर्सनल बात है मगर वो रिजल्ट नहीं आ रहा। ये हमारे लिए एक बहुत बडी ओपोरचुनिटी है, कांग्रेस पार्ट्री के लिए जिसने दलितो के लिए हिस्टोरिकली बहुत बडा काम किया। इसलिए हम ये मीटिंग यहा बुलाए है। और इसलिए मैने राजू जी को, पुनिया जी को और बाकी जो लीडरस है उनको एक जिम्मदारी दी है। दलित नेत्रत्व तैयार करना है। पंचायत लेवल पे, एमएलए लेवल पे, एसपी लेवल पे और पोलिसी लेवल पे। इसलिए आपको यहां बुलाया गया है। इसीलिए आप आने वाले समय में पोलिसी के बारे में डिस्कशन करेगें, लीडर डवलेप्मेंट के बारे मे डिस्कशन करेगें औऱ मैं भी उसमे शामिल होने की कोशिश करूंगा। मैं आपके अपनी पर्सनल बात बता देता हु, शिंदे जी ने कहा था कि हमारे परिवार में दलित क्मयुनिटी के लिए, बाकी जो कमजोर है उनके लिए एक स्पेशल जगह है। कमजोर लोगों या मुश्किल से जीवन व्यतीत कर रहे लोगों की सहायता करने, उनकी साइड लेने और उनके बीच जाने की आदत मुझे कहा से लगी, ये मुझे याद नहीं आ रहा था,  एक दिन मैं सोच रहा था तो वुझे याद आया कि सफदरजंग रोड पर जब हम रहते थे, तो एक दिन मैं अपनी दादी के साथ बैठा था, वो मुझसे बाते कर रही थी। तो उन्होनें मुझे बताया कि जब वो छोटी थी तो एक बार वो जर्मनी गए थी एक आइस हाकी मैच देखने, उस समय हिटलर का शासन हुआ करता था। मैच चल रहा था तो जर्मनी की टीम विपक्षी टीम के खिलाफ गोल पे गोल कर रही थी और तमाम दर्शक सिर्फ जर्मनी टीम का ही हौसला अफजाई कर रही थी।

 मेरी देदी को ये अच्छा नहीं लगा कि सब मजबूत टीम को ही स्पोर्ट कर रहे है। तभी विपक्षी टीम ने जर्मनी टीम के खिलाफ एक गोल दाग दिया तभी मेरी दादी ने खडे हो कर तालिया बजाई लेकिन सभी दर्शको ने चिल्ला कर उनकों बैठा दिया। तभी मेरी दादी ने सोचा कि आज डर के जो मैं बैठी हुं कभी नहीं बैठुगीं। क्योंकि अगर मै सही काम कर रही हुं औऱ अगर यहां किसी की बुरी तरह पिटाई हो रही है या वो हार रहा हो अगर मैं सही काम कर रही हुं और मुझे चिल्ला कर , डरा कर बैठाया जा रहा है तो मैं अपनी जिंदगी में कभी नहीं बैठुगीं। ये मेरी दादी ने मुझे बताया  और मुझे लगा कि यही से वो आइडिया मेरे दिमाग मे आया था। अगर किसी के खिलाफ कोई गलत काम कर रहा है या कोई कमजोर है, चाहे शक्ति कितनी भी बडी हो बैठना कभी नही चाहिए, खडे हो जाए बोल दे लेकिन बैठना कभी नहीं चाहिए। तो मै ये आपसे कहना चाह रहा था कि आप बैठिए मत...धन्यवाद्

Rahul Gandhi says Congress has a history of working for Dalits

New Delhi: Congress vice president Rahul Gandhi inaugurated National Awareness Camp Scheduled Cast Empowerment at Vigyan Bhawan in New Delhi on Tuesday. While speaking on the occasion, Rahul Gandhi said the Dalit community in India needs to be pushed for development. "Dalit community in India needs Jupiter's escape velocity. We all need for push for their development."

The Congress Vice President also took at a dig at BSP chief Mayawati by saying that the former Uttar Pradesh Chief Minister was posing hindrance for other Dalit leaders to emerge to the top. “In the second stage of the Dalit movement, the production of leaders stopped, Mayawati-ji has captured the leadership. The unfortunate fact is that Mayawati Ji did not allow any other leaders to emerge” he said and added “It is a great time for Congress party who has a history of working for Dalits”.

“There is a concept of escape velocity in aeronautics. What is escape velocity of Jupiter. It is 60 km/sec acceleration. Dalit community in India needs Jupiter's escape velocity. We all need for push for their development. You may wonder why I am talking about Jupiter’s velocity here. In India, we have casteist concepts. There is an escape velocity in this too. If you belong to a particular caste and you want to surge ahead, you also need an escape velocity. So the Dalit community in India needs Jupiter’s escape velocity to push for development” he said.

Rahul Gandhi also pointed out that the Congress party, in a systematic manner, will have to build Dalit leaders at the panchayat, legislative and even the policy level. “We want to build more Dalit leadership – at panchayat, MLA, MP and policy levels” said the Congress leader.

The Congress MP also explained how he acquired the quality to fight for Dalit’s rights. He said that he learnt it from his grandmother – Indira Gandhi and narrated a personal experience; “My grandmother visited Germany when she was a child.. She, with her friends, went to watch an ice-hockey match between Germany and another team. Germany was scoring goal after another against its opponent. She felt so sad that a strong team is crushing a weaker team so badly. The entire crowd was cheering for Germany.. Suddenly, the opposite team made a good move against Germany. Immediately my grandmother, alone, stood up and started clapping. The entire stadium started booing her. She said she was scared; but made up her mind she would stand up against underdog”.

“It was because of her, I decided to always stand up and support the weaker sections” and exhorted the Dalit representative by saying ”You too must not just sit, but stand up and fight for your rights” while concluding his address and the audience acknowledged it with loud applauds.

The two-day camp has been organised by National Commission of Scheduled Caste headed by Congress MP P.L. Punia. Dalit thinkers and intellectuals from across the country took part in debates and discussions
